The Second Vatican Council in 1965 has made a huge impact in terms of changing the Church’s policy especially on how the Church saw the problem that occurred in the society. The term “in and of the world” used by the church to indentify itself: that the church belongs to and stands for the people. In Latin America, bishops, clergymen, and laymen responded to this calling for change with CELAM, a regional conference of bishops. A conception called “option for the poor” is the result of this conference. This conception served as a basis of change for the church in Latin America. The Peruvian Church responded differently. Instead of implementing change in the Church’s policy, they intend to stay conservative. Although the military government take the major role in causing poverty for Peruvian people, the Peruvian church choose to support it. But not all of bishop and clergymen support this Church’s policy. Some bishop and Church’s elite thought that the Church’s policy is wrong and must be changed for the sake of Peruvian people. In order to do so, they organized themselves as progressive group. By using the ideology change that occurred because of the Liberation Theology and Christian Base Communities (CEBs), the progressive group with its Popular Church campaign intends to help Peruvian people to get out from poverty. To achieve that, they not only have to oppose the military regime but also the rebel group. Key word: progressive group, popular church, liberation theology, Christian Base Communities, Peru.
