Peluang Dan Hambatan East Asia Inter-Regional Tourism Forum (EATOF) Dalam Menghadapi Globalisasi

The global world order encourages the international tourism as a pillar of urgency along with the development of technology and transportation in the globalization era. State and nonstate actors respond to the international tourism trends by producing a number of policies. Globalization has a number of complex effects on the international cooperation pattern. One of the new order form patterns at the global level is the East Asia Inter-Regional Tourism Forum (EATOF). EATOF is a regional organization that focuses on tourism development in Asia. EATOF establishment was initiated by the government of Gangwon Province, South Korea in 2000. In addition, the organization has 12 members of provinces in Asia, namely Cebu (the Philippines), Chiang Mai (Thailand), Gangwon (Korea), Jilin (China), Luang Prabang (Laos), Primorsky (Russia), Quang Ninh (Vietnam), Sarawak (Malaysia), Siem Reap (Cambodia), Tottori (Japan), Tuv (Mongolia), and Yogyakarta (Indonesia). EATOF focuses on the issues of tourism and culture in order to face the globalization. Furthermore, EATOF also becomes the first regional cooperation forum, initiated and coordinated by a province. This research will discuss the impact of the globalization on EATOF and will review why the function of EATOF, in this case is the development cooperation programs that promote regional tourism and the province, has not been achieved up to eleven years of its establishment. Globalization influences the patterns of tourism development in the geographic range and the motivation to travel. Globalization has also given an opportunity to the emergence of the role of local government within the framework of multilateral cooperation across national borders. On the other hand, the involvement of the local governments has a number of obstacles towards the adjustment patterns of the regional cooperation. Therefore, EATOF has not reached the ultimate goal as an integrated tourism destination yet. To elaborate the integration pattern, a number of efforts must be taken. EATOF as a product of globalization has effects towards the globalization itself that is on the order patterns of the tourism trends. It also links the various actors’ involvements.
