Climate change issue is now considered as a contemporary global issue which is remained as a wide debatable arena between political actors, mainly related to the most appropriate mechanism to overcome the problem alongside with the principle of global justice. The United Nations Climate Change Conference, in its role as an environmental regime which represents global authority for the issue, tends to focus on technical-economical dimension, without look at the gender aspect contained in. In another words, climate change issues was considered as a gender-neutral issue. While in the other side, it would be very hard to determine all of damage potential which could has been caused by climate change, in a condition where gender variable were ignored. The thing is related to the difference of social role played by men and women in a patriarchal society system, that in order would affect to the difference way they use in responding climate change, since climate change itself also gives a highly difference impact towards men and women. Commission on the Status of Women as one of the most prominent institutions which had issue area in promoting gender equality, is now carrying eco-feminism perspectives as a salient solution to overcome climate change. In the study area of international relations, eco-feminism brought new paradigm, defined as using feminism as an analytical tool to solve the environmental problem. Furthermore, the effort conducted by the Commission had been done in a framework to follow-up Beijing Declaration and Platform for Action, especially the K sector which was getting down the cases of the importance of women role in managing natural resources and getting involved in sustainable development. This research would be considerably study about the strategies which had been run by the Commission on the effort to bring in eco-feminism perspectives, next to the gender approach, so that could be internalized as the agenda of the conference. Furthermore, the research would be deeply studied about some certain conditions which were in sequences becoming determinant factor towards the success of the strategies. In this study, cognitive approach of the theory of international regime formation would be used as the main analytical tool, considering that global climate change regime was constructed on the very strong scientific foundation, where the role of epistemic community becoming very significant, especially in the formation process of conference agenda.
