The end of world war and the emergence of various regulations and conventions of war to make many changes. Slowly, the tendency of many countries to strengthen its military to change the direction of strengthening the economy and industry. At this point, emerging issues that became the forerunner of the modern era mercenaries form we know today. When many countries divert military spending to the industrial sector, automatically, the country cut the number of army personnel they have. . Gradually, along with the confidence in the existing international institutions,the fear of war is lost. Since then, the soldiers who are victims of downsizing the military in that body will begin to look a mercenary business. Mercenaries are engaged in a corporate form of organization known as Private Military Companies (PMCs) and the phenomenon of mercenaries known as the public begins after the events of Fallujah, where four Blackwater USA mercenaries killed in Iraq, which led to further attacks from mercenaries who cause the most deaths of civilians that should be protected. besides many mercenaries in violation of the principles of international humanitarian law.
