Focusing on electricity purpose, nuclear energy becomes well-known in South Korea domestic market. Facing the rapid demand of energy from industries and also the need to secure its energy supply from fossil fuels, South Korea needs a strategy to maintain the existence of its nuclear industry in order to pursue the national energy security. This thesis uses the national systems of innovation and domestic political analysis approach to answer the strategies for developing the nuclear industry. It argues that the strategies are generated by the policies that have been created by the Ministry of Knowledge Economy and the Ministry of Education, Science and Technology as the main actor. This thesis found that although there is a different preference or priority in those two political institutions above, when it comes to the same goal created by the government, it has to find ways to bridge a gap between two interests. This thesis also tries to prove that even the developed country still gives a big support and serious commitment to its industrial sector instead of indulge the private sector to control the whole economic activity.
