The tourism sector is a major sector in development in the Special Province of Yogyakarta and the impact it multiflier effect to other development sectors. Tourism development is very important to increase tourist visits to the Special Province of Yogyakarta. These conditions make the Tourism Office of Special Province of Yogyakarta as the authorities in holding and taking care of the field of tourism in the province of Yogyakarta Special Region to formulate tourism development strategy. Accordingly, the study aims to formulate strategies in the development of tourism in the Special Province of Yogyakarta by analyzing factors and identifying the internal and external strategic issues. The research method used in this study is descriptive-qualitative data collection through interviews and secondary data, such as documentation. The unit of analysis in this study is the strategy used by the Tourism Office of Yogyakarta tourism promotion in the post-eruption. This study uses the concept of Bryson's strategic planning with a SWOT analysis of strengths and weaknesses internal to the organization, and external opportunities and threats oragnisasi to identify strategic issues. Then by using the Litmus test will be selected strategic issues that really strategic. Litmus test based on the strategic issues, among the 9 Strategic issues, voted 5 strategies in the development of tourism in Yogyakarta. The five strategies are: 1). Increasing the quality of Human Resources (HR), 2). Optimizing the progress of the internet and social media. 3). Optimizing the existence of Tourist Information Center (TIC). 4). Improve coordination and cooperation with stakeholders in promoting and developing tourism. 5). Optimizing the role of the press and mass media in tourism promotion. Besides, researchers recommend a few things as follows: 1). Importance of commitment, discipline and performance improvement staff to implement the strategy. 2). The need for effective supervision so that the current strategy and 3). Need to propose the establishment of regional tourism promotion agency.
