The end of Cold War brought a new perspective about how US define the world and her role. It brought new challenges and also a new hope. In the term of human security, US must face the drugs problem. Drugs from Colombia has brought a great problems for American society, and brings US into a new “adventure” in Colombia with Plan Colombia, same as Afghanistan or Iraq. When this ‘adventure’ costs a failure to protect human rights, one of America’s basic values, it raised a contradiction along two of America’s basic interest, the national security and promotion of human rights as an America Values. Leahy Law is a policy that seals the commitment of human rights promotion. Leahy Law prohibit any further military assistance to the unit that has a credible evidence on human rights abuses. Leahy Law will ensure that all of the individual with poor human rights record would go to the court and get punished. But practically, the shadow of impunity and lack of commitment from both the Colombian and US government weakens the Leahy Law. This paper will analyse the role and function of Leahy Law in the terms of human rights protection on Plan Colombia. It will focus on the contradiction of human rights protection against the national security issues that brought the impunity.
