A paradigm shift regarding the governance of Government being to the good governance situational private parties attempt to dissolve in alleviating public issues including the development of small and micro enterprises (SMES), the focus was now on the Government increasingly reduced seiiring with limited resources available. This research was conducted to find out and describe the role of private i.e. PT Angkasa Pura I in the form of a partnership program to small and micro business group. This research delves into relations with partnership in frame solving social and enterprise development that have been run at the Centre of the craft industry SMES group masks and wooden batik Bobung. Partnership relations in several stages beginning peeled from the initiation of a partnership program, the manifestation of the principle of participation, akuntabiltas as well as transparency in a partnership between PT Angkasa pura I and built the Centre Bobung industry partner. As well as the roles that are granted in an attempt to develop a group of SMES in the industrial center of Bobung, the last assessment of the effectiveness of the success of the partnership is characterised by the dynamics of the post-war social and economic partnership. From the identification process could be drawn the conclusion that the patterns of partnership that runs between the two sides oriented goal of success and brought many advantage especially for partners building, partnerships being run shows various success ultimately comes down to groups of SMES financial gains, so this partnership relationship through PT Angkasa Pura I significantly participate in the development of SMES as there are still many problems such as lack of capital coiled retractablethe difficulty of access, promotion and lack of infrastructure.
