Jebakan Logika ‘Best Practices’ Dalam Penyelenggraan Pemerintahan “Studi tentang Dinamika Partisipasi sebagai Arena Negosiasi antara PKL dan Pemerintah Kota Surakarta”

The discourse seems to be a good news amid the bad impression of regional autonomy in Indonesia that mainly panned by cases of corruption and electoral conflicts in almost all regions. From the list of names of regional rulers who had titled as "best practices", Surakarta's city mayor, Jokowi, is the most popular among them. He is known for successfully arrange the street vendors in Surakarta. This achievement is proven in the local election where Jokowi who paired with Rudy (incumbent) received more than 90% votes. Using the perspective of "daily life politics", this study dig into the political dynamics at grass roots level, in the Surakarta's "best practice" case. As far as we know, the phenomenon of "best practices" are always viewed from the the state's point of view. The logic is how the state did something so as to produce a practice of good governance. So, this study wants to focus on the grass roots's point of view, especially how the position and role of civil society in governance that are considered as "best practices". In general, this study tries to explain two fundamental ideas. First, a critics to "best practices" way of thinking which considered as very agent-centric. The discourse of "best practices" clearly cannot be separated from the existence of socialpolitics structures present in the society. In The City of Surakarta’s case which the author choose, agency’s view that places Jokowi as the center of innovation has failed to understand the overall dynamics of the governance practices and even tends to be misleading. Second, the study is trying to restore the meaning of participation as a form of politicization, not merely a procedural-managerial work. Thus, participation is not just a mobilization to encourage the dreams of innovation. Participation is a matter of negotiation where the contestation of interests between demos, state, and market take place. Keyword: Best Practices, Structure-Agencies, Participation, Negotiation
