Japan’s ODA was gave some development assistance for Indonesia investment climate improvement in 2004. This is about one of the realization from the focus 3 pilars ODA policies in era of reform that time. Japan’s ODA was gave 7 infrastructure development projects for Indonesia to Indonesia investment climate improvement. The reason of giving infrastructure development assistance in that time because Japan’s want to save the investment in Indonesia due to instability economics and politics in era of reform that time after economics crisis in 1997-1998, so Japan’s that it can return to do investment in Indonesia. Besides that also there is the existence of economic ties it enjoys a long enough and intensive between Indonesia and Japan. 7 projects of development assistance for Indonesia it has been implemented by Japan and Indonesia, but until 2007 the implementation is not optimal. It is because the presence of factors inhibiting in the implementation. From the Japan side, the presence of factors inhibiting in the implementation there is Tied-Aid from Japan’s ODA Policy. This is causing loss for the implementation of development assistance for Indonesia is not optimal. In terms of Indonesia, this is caused because the weak role of Indonesia government in the interests of use of technology experts. Because of some reasons in Japan and Indonesia terms, the development assistance for Indonesia has implemented since 2004 until 2007 is not optimal and only disadvantage Indonesia.
