Whaling has been contentious issue for Japan with its allies such US and Australia.This issue not only involves morale and cultural issues but also this issue has been politicized.Meanwhile the growing of Anti whaling norm in International society has put Japan into rogue position where whaling is morally wrong and unacceptable.In this issue, uncommon fact of Japan's behavior is found. Japan has overly one decade resisted to its big Ally, US and obviously western countries.In other words, this resistance seems to be uniquely rare in the mainstream of understanding over Japan's behavior over external pressures which is mostly very obedient over its external pressures.This thesis attempts to identify some factors which affect Japan's resistance over anti whaling norm which is pushed by US. This Thesis argues that Japan social contexts have convincingly affected Japan's resistance over anti whaling norm. Japan social contexts are known as both domestic and international factors which affect Japan's resistance.In addition this thesis proposes three factors which affect Japan's resistance such as the view of Japan over the degree of legitimacy of anti whaling norm, Japan's domestic culture, and the weakness of sanction.
