Elections are about what people want, when the first elections were held in the Russian Federation, political elites were challenged to supply parties from which voters could choose. Political parties are necessary if voters are hold their elected representatives accountable. Representatives elected to the Duma under one party label or as independents often join another party as soon as they take the oath of office. The Duma has strong influence in Russian policy and the country’s laws require a majority to pass legislation. Boris Yeltsin gained power by offering a radical alternative to a Communist regime, and in the end the legacy left to Vladimir Putin was a state that did not adhere the rule of law. Vladimir Putin’s presidency has changed attitudes toward political institution. Political parties have been seen to play a role in the stabilization of the new regime. United Russia is the new party that have a “kedekatan spesial” with the political elites, especially with Vladimir Putin. The magnetism that Putin has exerted on Duma politicians, which majority is from United Russia, has been based on power, and the patronage that is offers to loyalists, and not on personality. The winning election of United Russia indicated that Russia under Putin’s precidency gained a success, together ruling the government and resulted better future for Russia.
