As the dynamics of today’s social and political life, the concept of citizenship began to face challenges from various angles, including new claims to demand equality and inclusion. Thus, it is very significant to study about political struggels or policy advocacy that enhance inclusive citizenship in daily life politics. In other words, by using of case study methods, This research tries to look into the deeper political dimension of citizenship. It becomes clear that the system of rights is blind neither to unequal social conditions nor to cultural differences, yet Indonesia is still perpetuate the exclusion of some groups of people for one reason or other matters relating to their identity choices, which have been assessed differently and tend to deviate from "normal". Minority groups that has been excluded from the citizen’s right fulfilment are, female sex workers, homosexuals, street children, and transgenders. Negative image and stigma attached to them is more than enough to exclude them from everyday social life. They are considered as such a convict who brought the bad influence and morale damage to the nation, presumably so was believed by the state. They do not get their rights as the other citizens do. Exclusion by the state also embodied in the various dimensions of citizenship rights, both civil and political rights, and also social, economic, and cultural rights. But this community do not remain silent, they have their own way to fight the exclusion by the state. Various network formation strategies, internal capacity building, and many kinds of efforts to advocate themselves eventually involve them in the policy making. This research provides a picture of the struggles of marginalized minority groups in Yogyakarta, which are female sex workers, homosexuals, street children, and transgenders, to regain their rights as citizens, and how then their struggles brought significant impacts to the state policies, which finally can lead this country to the equality and social justice, for all.
