China’s military power has become one of the largest in the world, rivaling United States and other developed countries. The progress of military force is originated from Mao Zedong’s policy to streamline the Chinese military at the time which was considered weak compared to other countries. Military modernization policy is continued being carried out by the Chinese government, such as changes in military doctrine and technology budgets to increase military spending. China’s policy to increase the budget has occurred since the reign of Deng Xiaoping and is continued being implemented under the current Chinese government governed by Hu Jintao. It is noted that for the last 20 years China has increased its military budget and military technology up to 19 times, but the massive increase in technology and military budget occurred during the Hu Jintao era who has ruled since 2002 until now. The increase military budget and technology of China is interesting to discuss as it affects today’s upheaval and international security. There are several reasons that affect the improvement of technology budgets and military expenditure of China during the reign of Hu Jintao, among others, which have been divided into two factors; internal and external. The internal factors, economics and issues of sovereignty have become the greatest influence on the enormous increase of China’s technology budget and military spending, whereas the external factor is the security conditions in East Asia. However, the increases in technology budgets and military expenditure of China also have implications for the constellation of international security. Keywords: China, Military Budget, Hu Jintao
