Japan is a country which requires industrialized countries have a large supply of energy. The need for energy continues to rise while Japan has no domestic energy capability. So diplomacy with Japan to conduct energy cooperation with other countries to secure energy supplies. One of the country is Indonesia in the energy potential of natural gas. Background of Indonesia as a developing country that are less economic capital to be used as a gap for the Japanese energy cooperation. Indonesia then undertakes cooperation as economic investment from Japan is very useful particularly in building energy infrastructure. Energy cooperation by Japan and Indonesia affected the role of non-state actors. These bring a pattern of cooperation, interdependence, and certain political interests. These things can be seen in the case study Donggi-Senoro Project in 2007-2010.
