This Paper examines the controversies and debates surrounding the emergence of private military companies on the International stage since the end of Cold War until the reconstruction fase in Iraq. One of the contentions of this paper is that they represent a new type of security actor on the international stage, and in iraq they could be replacement forces of United States regular amry. The growth and emergence kind of this army totally different from the mercenary groups that plagued Africa in the 1960s and 1970s and it is important for policy makers to understand that the nature of private military companies today is very different from the past. Eventhough private military companies are relatively new to international security, they are increasingly being recognised by goverments, civil societies and international organisations as legitimate actors that can have positive impact on international security. Futhermore, the attitude of such goverments as the UK and US is increasingly changing in favour of using private military to carry out certain security functions instead of using private military troops in combat operations. The use of private military in Iraq by the US goverment is an indication of the ectent of how far attitude have changed toward the use of private violence. Moreover, while attitude may be changing, Private military companies still pose a real challenge for goverments ant international organisations.
