“The Lost Decade” pushed the Japanese government to create a new solution. Distrust of the bureaucrats mixed up with ideas to review the Japanese political economic system created an idea of structural reforms. In the political economic perpective, the reform aim was to reviewed the relationship between state entities with market entities. Since the old Japanese government’s policy of political economy has been considered no longer able to cope with recession. This condition, then put Junichiro Koizumi with his idea of economic reform became Prime Minister of Japan in 2001. Prime Minister Junichiro Koizumi's economic reforms was based on prescription of neoliberal economic recovery. As It was expected, the economic reform was able to bring positive effect on Japanese economy performances. Now the question is, how then the position and role of the state. If the Japanese Government through MITI very dominant in regulating post-war economy, so how it position post-reform. Is the role of the state will be reduced in line with economic reforms or the state will remain be decisive actor in the Japan political economy.
