Yet its institutions and procedures leave much to be desired by democratic standards of legitimacy and accountability. Critics point to the consistently poor turn out of voters for the European elections, to the rejection in France and the Netherlands of the European Constitutional Treaty and to opinion polls which regularly indicate widespread ignorance, indifference, and sometimes hostility towards the institutions and policies of the Union. Supporters of the European Union do not always find it easy to respond to these criticisms. Indeed, critics, and apologists often find themselves agreeing that the Union suffers from a “democratic deficit” which undermines its legitimacy and means that it does not meet modern standards of democratic accountability.
