Japan has a commitment to develop peace use of nuclear technology, it was proved by the ratified of Non Proliferation Treaty and the nuclear policy that Japan had done. But that commitment can not change that Japan still connected with nuclear weapon issue. Japan territory was stand very close with China, Russia, and North Korea, these provide nuclear fear to Japan. Japan fear depended on the history of Japan expansionism that related with those countries, although Japan has US extended deterrence commitment and close relation to with the super power. But this US commitment can not provide warranty that US will still commite with Japan expecialy after North Korean nuclear test on October 9 in 2006, that open Japan debate on nuclear development weapon issue. Beside all of that treads Japan has a great nuclear technology that can easily changed to nuclear weapon industries. One variabel on nuclear policy that can provide wall on nuclear weapon development is the public opinion that bring nuclear wapon as a bad defence option. After the Hiroshima and Nagasaki nuclear bombing public Japan has strong view on anti nuclear weapon, and it steal remain stong after all. This opinion is the firs breaks on nuclear policy fondation in Japan that create the atomic energy basic law, law that prohibit Japan use nucelar outside the peace use of it. The writer argument is that this public opinion steal has strong effect on Japan nuclear policy on Abe cabinet (2006-2007) that made the peace nuclear use policy in Japan still remain.
