The extensive integration of ASEAN in the past two decades has brought the Organization to a higher plane of regional arrangement. Under the Southeast Asian political culture with strong emphasis on the conservative adherence to the Westphalian norms, member states recently concur to establish ASEAN Community by 2015, comprising three main pillars namely ASEAN Economic Community (AEC), ASEAN Political Security Community (APSC), and ASEAN Socio-Cultural Community (ASCC). The existence of APSC however challenges such common values of sovereignty and non-intervention as core of the Treaty of Amity and Cooperation (TAC) as well as consensual decision making or the so-called “ASEAN Way” that have been widely acknowledged as the ASEAN’s key of peace and stability. The above conflicting phenomenon is to be reviewed, applying English School’s approach of international cooperation in anarchical society. ASEAN will be further apprehended as a society of states instead of regional institution, that is the first focus of this undergraduate thesis. The extent of the ten nations’ ability to advance Southeast Asian society by agreeing more substantive consensus emerges as the second research question. Procedural progress ASEAN has achieved gives the Organization several considerable features of a solidarist international society. Nevertheless, the implementation of agreed compromises and the political security behavior of the members tend to negate the optimistic view, leading to a hypothesis that perceives ASEAN as a rather pluralist society.
