The defeat brought the Japan to the uneasy ‘twisted’ Diet situation where the dominant party of the Upper House and Lower House is different. This situation would make the incumbent government difficult to goal the bill in the Diet. The blame was in the Abe administration which was slow for the response to address the shakai mondai (problems of society). The problems were the mishandling of 50 millions pensions record and the series of miss use of political funding (corruption) by in office cabinet ministers. The other factor was the policy preference of Abe to boost Japan’s role in the international stage in the other hand neglected the domestic economic and welfare issues which were the preference of major Japanese people. These aroused opinion among public that the government was not capable enough to tackle any problem which the people had, and even could not identify what the people wanted. The opinion led the people to seek for an alternative party which may assessed their problem better than LDP. This thesis will focus on how significance the influence of shakai mondai on the degree of political legitimacy of Prime Minister Abe Shinzo, September 2006-september 2007. And it also analyze how the shakai mondai becomes a prominent input for the political system in Japan at that time, and the role of mass media in the process.
