Chinese Communist Party (CCP) has its own way to produce economic growth. Although China is a famous communist country in the world, their attitude like a capitalist country especially on their economic policy. Deng becomes a reformer by opening China’s economy for international world. Deng’s successor is Jiang Zemin and he made a policy by opening its door for entrepreneurs named inclusion policy. His policy is very different from Mao who wants to terminate entrepreneurs because they represent capitalism. In spite of treating entrepreneurs as enemies, Jiang treats them as partners. This paper will analyze the reasons behind the inclusion policy and the implication of this policy especially for CCP. Key Words: CCP, inclusion policy, entrepreneurs, pragmatism
