PERAN MEDIA MASSA SEBAGAI BAGIAN DARI MULTI-TRACK DIPLOMACY DALAM PERUNDINGAN ISRAEL-PALESTINA (OSLO ACCORD I & II)

Conventional diplomacy is not enough to solve protracted conflict as Israeli and Palestinian held for decades. Hence, multi-track diplomacy approach with its various actors emerged toward an idea of comprehensive peace. It prefers conflict transformation rather than obsolete conflict resolution, offers an understanding among societies to merely absence of violence, emphasizes agreement in grass-root level rather than elite-consensus only. In the Oslo Accords—the one that had ever been agreed by both Israeli and Palestinian—various multi-track diplomacy actors have involved: government and researchers or think tanks with their strategic plan, non-governmental organizations (NGOs) who help build confidence before and after formal talks, and news-reporting media, the correlating one. Among them, media possess the most strategic seat with its double-edged role. Uniquely, the positive and negative role of this ninth actor raised in nearly simultaneous way. On Madrid Conference, media implicitly set negotiation into stalemate, but soon it unintentionally put stateactor in back-tracking to bear the Oslo breakthrough. Media then created an ambience of peace festival. But later at once they just awakened that Oslo Accords were not permanent solutions, media turned into a leading opposition, as could be seen in the dramatization of Beit Lid bombing. Such images of Oslo collapse and incitement frames to those political elites called traitor have triggered radical public reaction: the assassination of Yithzak Rabin. Media have kind of power to define what a successful or fail talk is. Due to this critical role, the work of three other actors should count media in.
