The policy of pig iron is one of policies that is made by the government of Kulon Progo with aim at increasing the prosperity people of Kulon Progo. However, this policy is lack of good respond from them. It is because this policy will change the function of agriculture area that has be done in many years by the people of Kulon Progo, so it appears arefusal from people of south coastal area of Kulon Progo. The respond from people of Kulon Progo ti this policy is devided into two group, those are pro group and contra group. The most of pro group is in Banaran (Trisik) area, while contra group is in Bugel area. Therefore, this research aims at explaning the respon of people in Kulon Progo to this pig iron policy and knowing the actors which involved and their importance. The concept of public policy is used as beginning of discussion about the ferruginous sand policy. Then, the concept of respond to this policy is used as theory to explain the respond of people to the pig iron policy. Where as, the conflict concept as the respond of this policy is used as a theory to explain the conflict happen and the actors involved and their importance. This research is a qualitatif research with case study method. The unit of analysis is the people of Kulon Progo (farmer) in Banaran (Trisik) and Bugel area. The research techniques is interviews, observations and documentations. Based on the research, the respond of the people in Kulon Progo to this pig iron policy is divided into two group that are pro and contra group. Each group has clear respon in expressing their aspirations. The reasond of different status cause different respond. Besides, there are same actor behind in each group, which appears a conflict of importance in responding this pig iron policy. Each actors has own importance based on their portion. However, not all the responds from the people of coastal area is influenced by the importance if the actors, but there is pure from the people themselves. Knowing some importance in pro and contra group in this pig iron policy, if the government wants his policy get support from the people in this case, the government should be able to manage conflicts happen by doing negotiations
