Kesimpulan 47 Daftar Pustaka 48 ii Abstract This paper aims to address the problem of (in-)coherence in European Union as to which extent the EU can act coherently and what factors determining this coherence. It argues that while there has been successful attempt of the Union to act as a coherent actor mostly in the area of economy and other low political issues toward less powerful actors, it still finds difficulties in the area of common foreign and security policy toward more powerful actors. This pattern is basically shaped by the dynamics of member states in pursuing their preferences. However, this paper sees further that the dynamics itself is not enough to eventually influence EU’s coherence. There are two main factors in bridging this preference seeking and (in-)coherence formation named internal structural factor and external actor. For this purpose, this paper will be divided into several parts. The first part will provide conceptual background about the problems of (in-) coherence. The second part will examine how far EU can act coherently by looking at the problems of EU’s (in-) coherence in several case studies. The last part will analyze factors determining EU’s (in-) coherence based on the pattern of the previously-provided case studies. Key words: EU, (in-) coherence, structural factor, external actor
