Russia is well known as the country of advanced military. During the age of Soviet Union till Yeltsin Government, military has played an important role in politic of the state and it can also create and influence the making of policy. In Vladimir Putin Era, military role in politic decreased significantly. From the historical point of view of Russian starting from the collapse of Soviet Union to the era of Yeltsin, the decrease of military role is necessary to discuss, particularly the contributing factors. This is based on the conclusion of Samuel P. Huntington concerning the civil supremacy that is to subjectively and objectively control. Subjective Civil Control is conducted by optimizing Civil Power. The simplest way to minimizing military power is realized by optimizing the power of civil group in relation to military. Objective Civil Control, on a contrary, is conducted by optimizing military professionalism, dividing political power between military and civil group in order of creating conducive situation for the purpose of raising professional behavior and attitude among corps officer members. On top of that, structural theory is also necessary to discuss. Michael C. Desch suggests that the factors in relation to the figures of leaders, military organizations, state structures, and societies have obviously indicated the influence against the ability of civil to control their military that can eventually affect military role in politics
