Malaysia is a multi-ethnic state with a long record of communal conflicts. As noted in the history, friction between groups of interest has been become a serious threat to state’s integrity. After the occurrence of a bloody tragedy in May 1969, Malaysian government set up New Economic Policy called NEP that aim to eliminate economic inequality between ethnic groups. Malaysian government considers the NEP as a legitimate solution for problems of ethnic divides while others considers that NEP is a manifestation of government’s authoritarian action. As public policy, the NEP is considered aggressive and discriminatory and triggers the controversial reactions from various parties, both domestic and foreign. Protest also came from non-recipient groups of NEP especially Malaysian Chinese ethnic groups who feel excluded from the noble ideals of the NEP. They felt that the NEP only benefits Melayu ethnic and can’t accommodate the interests of all ethnic groups evenly.
