Brought within the fast-paced globalization, immigration becomes a new challenge in the path towards economy progress, especially for industrialized region such European Union (EU). Human capital is one of the most ultimate capitals in sustaining the development of European industry. With the shrinking and aging population, EU would not be able to fulfill the demand of its industry by itself; it requires a vast boost of high-skilled workers from outside its region. The abolition of borders check in EU—known as Schengen system—increased the complexity and interdependency between member states in immigration area. EU is urged to undertake a new common immigration policy incentive. The signing of European Pact on Immigration and Asylum on October 28, 2008, marked a new step for EU, as to put immigration issue on its major agenda. The Pact was intended to be a roadmap towards a Common Immigration Policy. However, there are pros and cons to this unavoidable development. The challenge, now, is to use this particular immigration issue for the better improvement and integration of EU. Keywords: Immigration Pact, European Union, common policy, integration.
