EFEKTIVITAS BADAN INTELIJEN NEGARA DALAM MENCIPTAKAN KEAMANAN NASIONAL DI INDONESIA

“Indonesia is a country with unique characteristics. It differs from any other country in the world. It occupied strategic geographical areas, namely at the crossroads of world traffic and the “hot spot”, with its social pattern that varies with various tribes, cultures, races, religions and customs—a quite complex character for a country like Indonesia. Therefore, it frequently confronted with various forms of threat that comes from inside and outside the country such as the threat to dominate and to interfere the state strategic sectors such as politics and economics; infiltration or provocation from abroad, riots, horizontal conflicts, terrorist activities and networks; transnational crime; and domestic political and economic instability. The state intelligence agency, in this case, represents security guard that was instrumental in dealing with various threats. The various threats are to be faced with a conception of intelligence which is based on years of experiences, the intelligence universal truth and innovative ideas tailored to the changing times. Furthermore, intelligence is required also to be more sensitive and observant of social changes, particularly those in the global environment. In the context of social change, intelligence must be able to describe and analyze community groups with ideology, economics and values prevailing in society as the variables. Therefore, intelligence is basically the state ears, eyes, feeling and thoughts in dealing with all forms of threats, challenges, obstacles and interference so as not to disturb the security and integrity as well as sovereignty of the nation. The current thesis will discuss the effectiveness of the State Intelligence Agency, subsequently referred to as BIN (Badan Intelijen Negara), in creating national security in Indonesia. Effectiveness is a measure of organizational performance in achieving the predetermined goals. In general, BIN was formed to create national security. National security is a condition of freedom from various threats (both military and non-military). BIN effectiveness in creating national security was assessed from its performance, quality and usefulness in performing its function as a supplier of intelligence information and early warning to decisionmakers, which subsequently becomes the input or consideration in formulating the security policies, thus it created the conditions that is free from all forms of threats coming either from inside or outside.” Keyword : State Intelligence Agency, National Security, Efektiveness
