The Korean War (1950-1953) made the two Korea separated into two different ideologies. South Korea with it’s democracy, established the alliance with United States in 1953 soon after the Korea War ended. The alliance between two countries based on the same vision, to contain the Communist aggression from the North, and also the the sameness about threat came from North Korea. After the June 2000 summit meeting between Kim Dae Jung and Kim Jong Il, the relations between North Korea and South Korea changed into a better condition. The changes happened, South Korea did not take the North Korea as its threat and it made frictions with its alliance partner, United States. When George W. Bush entered the White House in January 2001, he was skeptical of the Clinton Administration’s relationship with North Korea. The 9/11 terrorist attack in the United States, further hardened Bush’s stance to North Korea. Bush’s Hardline policy towards North Korea and DPRK’s inflexibility resulted the freezing of US – North Korea relations and the suspension of the inter-Korean peace process. Roh Moo Hyun’s election as South Korea’s president in December 2002 did not augur well for US-ROK relations. Roh came to power riding the tide of anti-Americanism sentiment that was spreading across South Korea. Roh’s peace and prosperity policy was in direct conflict with Bush hardline policy which is one of the most influencing factor, why the relations between the United States and South Korea drown into bad condition at that time. The different way to see the real “threat” from North Korea, made the alliance between United States and South Korea getting worse. South Korea still believe that reunification with North Korea was the best way, but Bush’s hardline policy made the peace process go slowly and even almostly failed. Undoubtedly, the United States and South Korea as allies are going through difficult times and their relationship is at critical juncture.
