The main purpose of the thesis is discussing the corelations between political regime and labor movement. The research was started by exploring the industrial policy and the efforts of authoritarian regime to control all aspects of the state. As result, authoritarian regime obviously had made miraculous economic growth based on Developmental State. Therefore, the thesis will attempt to answer these questions: Why does labor movement occurs in authoritarian regime of South Korea? And what is the correlation between changes of political system with issue of labor union?. The reason of why labor movement occurs could be answered using the concept of developmental state. Corporatism concept also used to explain the way of government in order to maintain industrial peace. While the changes of political system had influenced labor issue into social and economic demand rather than political issue such as the creation of political party. In sum, there will be two focuses in the research. First, explaining the implementation of developmental state that affecting labor’s political rights. Second, comparison of labor issue between authoritarian regimes with democratic regime. Keywords: South Korea, Labor Movement, Developmental state
