KEBANGKITAN CHINA MENUJU GREAT-POWER: TINJAUAN ATAS KEBIJAKAN LUAR NEGERI “PEACEFUL DEVELOPMENT” DI ERA HU JINTAO

ABSTRACT Along with China’s rapid development, China’s rise has attracted worldwide attention in recent years. Since starting ‘open up and reform’ policy in 1978, China has achieved great transformation in various aspects, from its expanding politcal influence and military capability to its growing demand for raw material and energy supplies. Yet China still have to maintain its rising capability regarding to their primary goal to achieve a great-power status (reflected in Deng’s ‘xiaokang shehui’ concept). Facing a rising China, there have been wariness, fear, and suspicion from the world, especially formed as ‘China Threat’ theory developed by particular political thinkers in United States and Western countries. Although a country’s development is primarily due to domestic rather than foreign factors, favorable or unfavorable international conditions could affect the process significantly, particularly in an era of economic interdependence and globalization. Therefore, Chinese government under the Fourth Generation Leadership proposed a new approach called “Peaceful Development” policy as response to the’China Threat’ and U.S. pressure. “Peaceful Development” thus seeks ro reassure other countries that China’s rise will not be a threat to peace and stability in the region and the world and that other countries can benefit from China’s peaceful development. This composition tries to outline why China decide “Peaceful Development” as its foreign policy towards great-power status regarding the tranformation in international system. Afterward, how the implementation of “Peaceful Development” to diferentiate with the previous policy. Shortly, the result is that the condition of complex interdependence has constrained China foreign policy through sensitivity and vulnerability dimensions. This pattern formed a necessity to develop new appoach, include the pattern of China role in the world. Keywords: China, foreign policy, complex interdependence, peaceful rise
