From the beginning, Kyoto Protocol, as a part of international governance of climate change, had contested by several states, including Australia. In 2002, Australian Government under Prime Minister John Howard had been formally withdrawn from the 1997 Kyoto Protocol. Five years later, in 2007, the new Australian Prime Minister, Kevin Rudd, changed Australian Policy toward Kyoto Protocol by ratifying it. I argue that behind this change there were domestic political interests from several political groups, especially the two major political parties in Australia, Australian Labor Party and Liberal Party of Australia, and also several pressure group, which has concern in this issue.
