PENGARUH MILITER DALAM KEBIJAKAN KEAMANAN NASIONAL DI ISRAEL TAHUN 1987-2006

Military is the key actor in the national security decision-making process in Israel. As the key actor in that political process, Israeli military has a significant role that make it as an equal partner of its counterpart such as the government and Knesset. Despite its important role in the national security decision-making process, Israeli military as the citizen’s army still a revolutionary army and remains subject to the civilian control. Israeli military never challenge the Israel’s democratic political system and still maintain the military instrumentalism norms and values to serve and protect the country from the hostile neighboring states. This kind of relationship is the pattern of the civil-military relations in Israel. Then, the role of the military in politics is limited only to influence the national security policy decision-making process. The political role of the Israeli military can be done through the direct influence and the coalition with the other socio-political actors in the Israel political system such as political parties and interests groups as the manifestation of the political-military partnership. Therefore, the radical and dynamic transformations at the end of the 1980s and the beginning of the 1990s that occurred in the international system and domestic affairs affected the nature of Israeli military. Since that time, Israeli military as the professional soldiers has to find the way to deal with the matters such as national security and peace process without losing its traditional political influence and role.
