DINAMIKA KEBIJAKAN PEMERINTAHAN PRESIDEN SUSILO BAMBANG YUDHOYONO TERHADAP PENGEMBANGAN TEKNOLOGI NUKLIR REPUBLIK ISLAM IRAN

Iran’s nuclear proliferation has become international problem since 2002. As a member of Nuclear non-Proliferation Treaty (NPT), Iran failed to complied their obligation in reporting the nuclear program to International Atomic Energy Agency (IAEA). This problem was discussed by IAEA forum in 2002 until 2005. Early 2006, IAEA decided to transfer this problem to United Nations Security Council (UNSC). The government of Indonesia under President Susilo Bambang Yudhoyono has different policy to respond the Iran’s nuclear issue. Indonesia chose to abstain when the Board of Governor of IAEA held a meeting to discuss about this issue. In 2007, when Indonesia was elected as a non permanent member of UNSC, Indonesia supported the UNSC Resolution 1747. One year latter, Indonesia decided to abstain in UNSC Resolution 1803. Then, Indonesia supported to approve the UNSC Resolution 1835. The change of Indonesia’s policies was influenced by national interest and difference of group interest among the decision maker.
