People Republic of China (PRC) had conflict with Taiwan or Republic of China (ROC) since the termination of the civil war in 1949. Tensions between Taiwan and China have escalated since the independence-leaning Chen Shui-bian was elected president in 2000. He was narrowly re-elected in 2004. During 2000-2008, the leaders from both countries threatened each other by using public diplomacy. For example, when Chen Shui-bian pledged to push for independence and declared “‘Four Wants, One No” campaign in 2004, China responded with its millitary expansion. But China showed more cooperative when Chen Shui-bian delivered conciliatory policy in his inaugural speech as President Taiwan after the 2001 election. Those related interactions between PRC and ROC called reciprocated TIT FOR TAT strategy. Taiwan’s government policy toward China called “Tit” action, which emerged “Tat” action from China’s government. These interactions between Taiwan and China illustrated TIT FOR TAT game, my argument is in which any conditions Tit For Tat strategy of Taiwan could build cooperation for other countries in the merit of China. Key words: cooperation, Chen Shui-bian, China, Taiwan, tensions, TIT FOR TAT strategy.
