National identity and national integration are two goals of nation building. At a deeper level, national identity needed to be deliberately constructed by moulding different groups into a nation, especially since colonialism had used divide and rule tactics to maintain its domination. Singapore is one of such multiculturalism countries in Southeast Asia, with about 77% Chinese, 15% Malays, 6% Indians and 2% of other smaller ethnic groups. The complexity of the sociolinguistic situation in Singapore is reflected in the existence of four official languages in this island state of 2.4 million population. It is a challenge for the government to construct nation building. Supporting the nation building process, some policies have been made by government. Meritocracy is a central political concept in Singapore and a fundamental principle in the education policy which aims to identify and groom bright young students for positions of leadership. Bilingualism, or mother tongue policy, is a cornerstone of Singapore education policy. The role of language policy in Singapore in relation to nation-building is therefore to cultivate instrumental attachments by maintaining a high level of economic development, presumably through the use and spread of English. At the same time, traditional values are retained through the continues use of ethnic language. The policies of the HDB (Housing and Development Board) were largely in line of the manifesto set out by the Singapore government; the government was promoting social cohesion and patriotism within the country.
