ABSTRAK The stability in multiethnic states, like Serbia, depends on the majorityminority relationship. Slobodan Milosevic regime in Serbia failed to recognize the rights of ethnic Albanian in Kosovo largely determined the extent to which those minorities denied the legitimacy of the Serbian regime and the state. Response of the government or the state became a dominant factor to affects the ways in which the minorities formulate and pursue their objectives. Milosevic authoritarian regime used threat and discrimination as the answer for Albanian Kosovo grievances. That formed the ethnic leaders and the people of Albanian Kosovo objectives seeking independence rather than autonomy. Declaration of Independence in Kosovo can seem as the rational choice of the rational actors. The leaders and the people of Albanian conceived as a rational unitary decision maker. They have one set of specified goals, one set of perceived options, and a single estimate of the consequences that follow from each alternative. Declared Kosovo independence has selected action that will maximize their strategic goals and objectives in their pay off situation. Moreover, they have external support from the United States, England, France, Germany, Italy, and Belgium to become an independence state. The external supports include verbal encouragement, recognition, financial, and development assistances.
