War and Terrorism dan Runtuhnya Hegemoni AS Suatu Analisis Gramscian atas Tatanan Dunia Kontemporer

The war on terrorism has been becoming a dominant discourse within contemporary international politic for six years. Almost all countries in the world are involved in this war either as protogonist or antagonist. The United States which positions itself as the leader of those who oppose terrorism has maintained that it will use all of its prominent strength to combat that enemy of democracy, of peace, and of freedom. President Bush called the terrorist states (such as Iraq, Iran, North Korea) as rouge states or axis of evils. It means that this world needs an angel or prophet with divine power to save it from the brutality of those evils. And in his mind, it is The United States with its prominent strength who is possible to become an angel. That’s why he said that he was told by God to attack Iraq. From this point of view comes what so called unilateral action. In attacking Iraq The United States did not obey The United Nations’ resolution and did go on with its desire to “combating terrorism” without paying any attention to the worlds’ criticism. From day to day along with the going on of the war on terrorism The United States becomes more and more unilateral, arrogant, illiberal, even authoritarian. The militarization rised by President Bush Administration influences not only international life but also domestic life. The collution of neoliberal agenda with militarization has become mainstream order either in The United States as aggressor, Iraw as aggressed, or other states as celebrator. This condition brings us to the discussion of hegemony, namely The US hegemony, in the context of the war on terrorism. I focus on Gramscian concept of hegemony to analyse the contemporary international political order. My aim is to show that in this era US hegemony no longer exists as the continuity of its crisis in 70s becomes more and more severe. In Gramscian sense, instead of hegemony, what we see now is domination where coercion aspect is much more dominant than that of consent. In this context, the way The United States conducts the war on terrorism and its results are the reflection of that domination
