Mass media is a very influential agent of reconstruction of reality. The media could softly but strongly formed the perception and public opinion. This because the media could not indeed be neutral. The news presented by the media somehow is the result of a dialectical process between reality that influenced by reporter’s interpretation, media’s internal policy, as well as the cultural and political condition. In processing the opinions and building the discourses, media have their own way to treat an issue. For example, by making certain facts became more salient and hiding the other facts, selecting the informant, and using of words. Tricks and the treatments of the mass media in framing an issue became clearer if people considered the issue as a critical, controversial, or significant to the society’s live, including the fact about feminism and gender issues.Feminism itself is a sensitive and controversial topic in Indonesia. It is because the feminism and gender issues emerged in the middle of a patriarchal community that ‘permits’ the domination of the man over the woman. The controversy could increase when feminism meets all the appropriateness principles, moral values, religion, and the social norms in society. The interesting matter about feminism happened when Indonesia was still led by the New Order government. Under Soeharto leadership, the repressive politics occurred and the patriarchy culture was strongly rooted. The ‘marriage’ between repression and the patriarchy brought the absolute impact. The government could freely determine the criteria of ‘a good woman’, which is always being a sub-ordinate to the men and identical to domesticity: gave priority to the role as a mother and restricted the movement in the public space. This research focused in how KOMPAS newspaper framed the news about feminism and gender issues for the period 1997-1999. KOMPAS was chosen because this newspaper often responsive to the facts about the woman and gender issues. The period 1997-1999 were chosen because at that time many important moments that were linked with the condition for the woman both politically and culturally, had happened. This research based on assumption that there were many internal and external factors that influent the making of the news about feminism, gender issues, and the women in general. Results of the research showed that the news with themes above was more often affected by the reporter's individual condition and also the internal policy of the media. Because of this, there are some change happened in the frame of discourse formed by KOMPAS concerning feminism and gender issues. The KOMPAS’ frame then relatively influent the public and policy agenda around feminism and rumors gender. Moreover, through this research we also could observe how media ethically should respond the sensitive issues. In any situation, the media ought to always tell the truth, in order to protect the fundamental rights of the society.
