Peran Crisis Management Initiative dalam Penyelesaian Konflik Aceh

Military operation during period 1989-1998 made civilians suffered from human rights violations and persecution. In 1999, Government of Indonesia (GoI) tried to change approach to reach conflict settlement by involving the third -party. Earlier efforts under the 2000 Humanitarian Pause and 2002 CoHA mediated by HDC had broke - down. Peace negotiations between the GoI and The Free Aceh Movement (GAM) had been tried several times after CoHA failure but all ended up in a deadlock. Similar effort by new mediator, Crisis Management Initiative (CMI) started again in 2004. A long running separatist conflict in Aceh found it solutions after the peace agreement, known as Memorandum of Understanding (MoU), was signed on August the 15th, 2005. The solutions are more comprehensive than before. The current series of talk was facilitated by the Finnishbased NGO the CMI and led by the former Finnish President Martii Ahtisaari. The second part of the Aceh peace process held on January 2005. Under the auspices of this process, GAM representatives and GoI have met on five occasions in Finland. Tsunami disaster in one hand cause a massive destruction but on the other hand it becomes ‘blessing in disguished’ for the conflict itself. Tsunami could trigger ‘hurting stalemate’ which push both side around the table.As an independent, non profit organisation that innovatively comprehensive crisis management and conflict resolution, CMI played an important role in Helsinki Negostiation 2005 between GoI and GAM. If there was no effective action by CMI it was impossible for GoI and GAM came into agreement. The main point of this paper is CMI roles as mediator. Motivation and interest both negotiators and mediator. Power brought by CMI so that the disputants willing to negotiate will be discussed here also.
