Corporate social responsibility is one of the global contemporary issues receiving big interest to business practitioners. Long list of social problems caused by business operations becomes the causal factor of this phenomena according to the fact that is profit organizations tend to be the contributors of the descend condition in which they do their operation. Based on the point of view of communication, particularly on public relations studies, profit organizations necessarily implement corporate social responsibility in order to build and maintain partnership with stakeholders. This is needed, both due to the public relation management function and to find out whether the program is able to give contribution to the attainment of organization’s objective. Corporate social responsibility covers corporate philantrophy and social activity which goal is that to maximize community’s social capital, called community development. The last one will be the focus of this thesis. Further, this thesis describes implementation process of Surabaya Environment Program (Kali Brantas Program), the evaluation process, the program’s level of effectivity and its contribution concerning both the Unilever’s objective and to the community living around the location of the program.
