Uni Eropa dan Human Security di Eropa Studi Kasus: European Policy Office (Europol) sebagai Mekanisme Memerangi Poly-Drugs Traficking di Eropa

The characteristics difference of European integration when compared to other projects of regional integration is that from the very beginning it was not just a regime institutionalizing a common market but a supra-national system of governance. The concept of governance refers to the complex set of values, norms, process and institution by which society manages its development and resolves conflict, formally and informally. As governance, European Union tightened by a common commitment called Maastricht Treaty. One of the commitments is creating area of freedom, security, and justice (human security). European Police Office (Europol) becomes the instrument and mechanism to achieve this goal. As the cases, poly-drugs trafficking defined as human security threat in Europe. To measure how effective European Union achieves human security for its peoples, two parameters are used: first, Europol efforts in combating poly-drugs trafficking and second,compliance level of European Union members in support law enforcement of polydrugs trafficking. This factor is important because European Union states have different National Drugs Policy.
