Strategi Dinas Pariwisata Kabupaten Bantul dalam Pemulihan Citra Wisata Alam Pasca Gempa

Ilmu Administrasi Negara)In response to the earthquake happened in May 27th 2006, the visiting rate of the natural tourist resorts in Bantul is significantly decreased because of the lacking of security and trust. In case of the recovery after the earthquake, it seems that the government more concerns with the fulfillment of food, clothes,settlement, health, and education. Tourism which isn’t considered as the basic requirement is neglected. This condition leads the Department of Tourism in Bantul to arrange strategies which are oriented toward the changing, of both external and internal, of the organization. Accordingly, this research aims at formulating the appropriate strategies for the Department of Tourism in Bantul in case of the recovery of tourism sector after the earthquake, which is based on the result of both external and internal identification and analysis, and also on the strategic issues. Theoretical framework used in this research is the concept of strategic planning presented by Bryson—which is the main theory of the research, and similar concept by other writers. The concept is combined by SWOT analysis so that later the strategies will be found. It is a descriptive-explorative research, using qualitative approach and both primary and secondary data. So that the unit of analysis in this research is the strategies used by the Department of Tourism in Bantul in the recovery of the tourism sector after the earthquake. The data used in this research is collected by doing such an interview and documentation method. According to the result of the research, the existence of strength and weakness in the internal organization, and the opportunity and threat in the external organization cause several strategic tourism issues. The Department of Tourism in Bantul should pay more attention to these issues in order to recover the image of natural tourism resorts in Bantul, so that the recovery in Bantul after the earthquake will be entirely done. After doing SWOT analysis, there are at least 9 strategic issues, but not all of them can be regarded strategies. Based on the Litmus test, only several issues achieve enough scores on the strategic category can be brought as the strategies of the Department of Tourism in Bantul in order to recover the image of natural tourism resorts in Bantul after the earthquake. Then based on the analysis itself, there are six formulated strategies which are appropriate to the concept of SMART (specific, measurable, achievable, relevant, time phased). The strategies formulated in this research are: (1) Creating conducive environment to the development of economic activities, giving priority to the local residents; (2) Making the best of cooperation with tourism associations; (3) Creating the agent of concept propagation in academic circle; (4) Making the best cooperation with the government; (5) Making the best of the role of pers as the media of recovery; and (6) Creating the disaster managerial system in the tourism area.
