Indonesia’s Pertamina and Malaysian Petronas also have vital role in each countries economic transformation. Pertamina and Petronas is the most dependable SOE in both countries. Both SOE have different achievement. Petronas now recognized as a world class petroleum and gas industry player. On the other way Pertamina has sunk as only domestic player. The achievement of both SOE’s influenced by two factors. The first one is the rate of predatory behaviour in a state. The second factor is how competent a state formulates its policies. The predatory behaviour affects the Pertamina and Petronas performance. In Indonesia, the behaviour of elites decreases the capabilities of Pertamina to grow. On the other hand, the Malaysian elite’s behaviour became a major factor in the Petronas achievements. The state competency also has a significant role in shaping the SOE’s performances.
