ABSTRACT The Raskin program as a discharge of food subsidiary policy is an effort done by the Indonesian government to raise people prosperity. It is hoped that Raskin program will increase food nutrition and safety. The implicit saving acquired by the households because of cost subsidy can be used to fill their other basic needs. But like a sword with two sides, Raskin program as a form of social protection given by the government for the poor groups also has positive and negative impacts. In short period, Raskin program can eliminate food insecure and starvation of the prople but in long period it will have negatif impact. Although there are various conditions dilute in achieving the implementation indicator but Raskin program still has benefit to fulfill the need of daily people’s food. Related to food security, such benefit can be looked through economic, social, and politic aspects. The main goal of Raskin program is to make expenditure cost weightless and reduce the poor grade year on year. But apparently the implication of Raskin program is just decreasing not handling the problem. The implicit saving which is gained from the rice purchasing gap does not have any significant contribution in increasing the economy of the family. The amount of rice from Raskin program is not sufficient to fill the need of rice in a month so that is why many of such saving are used to buy more rice or another food. In otherside, Raskin program which is characteristically generous create consumptive and dependent people. The poor overcoming programs trendly practical, unsustain, and not be able to raise people creativity and struggle in order to depart from poverty chain. Raskin program has an important role in shifting the pattern of region consumption. For a region with limited rice production, Raskin program can initiate people rely on rice from outside region. Besides the income of the farmer is not comparable with the average of rice expenses in a month. Keywords : Raskin Policy, Impact, Food Security
