ABSTRACT Religious issues in Lombok, West Nusa Tenggara such as forced eviction, attacks and discrimination against citizens of Ahmadiyah congregation, which causes a discomfort coexist, exchanged greetings with people outside the group. Always arise stereotype at the grassroots, that situations make rogue elements use it as a commodity, the tools of political, religious marketing and others. This reseacrh question is how State facilitating and respecting the rights of assembly and association of Jema‟at Ahmadiyah Indonesia (JAI) in Lombok, West Nusa Tenggara. This research use qualitatif methode The result in this research showed that the State (Local Government) has continued to facilitate the civil and political rights of citizens and guaranteed by law. But in practice, local goverment provide limits in facilitating civil and political rights of Ahmadiyah. But it seen as a waiver of the civil and political rights of the Ahmadiah in Lombok. Surely the state (Local Government) in this case takes the policy because there are political factors that affect, such as rejection by the community Lombok against Ahmadiah, even up to the security and safety of the community Lombok serious concern. The conclusion is, although clearly stipulated in the law of the Republic of Indonesia number 39 of 1999 on Human Rights and reinforced by the Law of the Republic of Indonesia Number 12 of 2005 on Ratification of the International Covenant on Civil and Political Rights, which guarantees civil and political rights. However, in the case of Ahmdiyah in Lombok show that the state (Local Government). If we see how the state in facilitating the Ahmadiyah congregation in Lombok certainly cannot be ruled out that the policy of the State (Local Government) can not necessarily run smoothly. Politically this is caused because the culture of Lombok people who consider the Ahmadiyah different. It also subsequently leading to government policies that have not been maximized in facilitating and respecting the Ahmadiyah congregation associated with civil and political rights. Furthermore, in order to maintain public order state (Local Government) took measures to restrict civil and political rights of citizens, then although there have provisions that regulate and guarantee civil and political rights. At least, in the name of order and common good, the state limited the right of Ahmadiyah. Keywords: Civil Rights, Political Rights, Ahmadiyah.
