Analisis Strategi Inovasi Kelembagaan Desa Wisata Pentingsari dalam Pusaran Masyarakat Ekonomi ASEAN

ABSTRACT Enforcement of single market Asean Economic Community (AEC) will be a new challenge for the world of entrepreneurship, especially for driving rural-based tourism sector which today has become a phenomenon in Indonesia. Tourism Village emergence as a trend in Indonesia marks a revival of the actors in the village who would act collaboratively with other parties in order to improve the welfare of rural communities. But in the Asean Economic Community (AEC), the village community as the main organizer of rural tourism facing global competition, especially in terms of tourism marketing, service standards, and the diversity of tours activities offered. Although the quality of human resources and opportunities is limited in rural area, Desa Wisata Pentingsari (Dewi Peri) indicates that the sector is able to improve the welfare of the surrounding community significantly while maintaining its identity as a village community. This study aims to understand the role of local actors, as well as how the local community and interaction in them in preparing and developing existing institutional opportunities structured to sustain the progress that has been obtained so far and improve the quality of the institution. The results showed that of all the institutional dimension of Dewi Peri, institutional regulation in such regular meetings, regeneration and manager selection mechanism makes Dewi Peri able to overcome the various problems over the years. The main problem of society and the manager of Dewi Peri in the AEC era is the problem of language, marketing and meet standardization infrastructure and standardization of services. The problems are solved with variety of capacity building training derived from stakeholder network that Dewi Peri has been built by actor Dewi Peri. Building a network is the key of institutional innovation strategy that is effective and has been proven to promote Dewi Peri.
