Analisis Biaya Sosial Perpindahan Terminal Lintas Andalas di Kota Padang

From 1970 to 2002 Padang City has Lintas Andalas Padang Terminal as the main terminal. This terminal is located in Central Business District (CBD) and close to the main market of Padang. The density of activity in terminal makes Padang City Government issued a policy to transfer the functions of the regional terminal Terminal to Terminal Regional Lintas Andalas Bingkuang. The policy was also made to grow the economic development to the suburbs area. Every policy implementation would have impact the community. Especially it is only used in a short time after relocated to Terminal Regional Bingkuang. Based on this background, the Social Cost Analysis of Terminal Lintas Andalas Relocation in Padang City research is conducted. The method used is descriptive qualitative method, while the data collection techniques are observation, interviews, documentation, and surveys. The study period was from 2003 to 2015. Based on research, there are four parties who have been affected on terminal relocation. These parties are the Government of Padang, transport users, market traders and bus actors. Padang City Government issued a direct cost for the construction of Terminal Regional Bingkuang for Rp. 9.500.000.000 and indirect costs of terminal charges as much as Rp.39.908.129.020. On the other hand, transport users suffered losses Rp.139.859.388.000 and congestion as intangible costs. Market traders suffered losses of Rp.3.875.086.000. Then bus actors loss is Rp.759.377.408. The total loss suffered by the four parties are: the direct costs Rp. 9.500.000.000 and indirect costs Rp184.401.980.428. The Social Costs incurred in terminal relocation because the planning was not integrated with the support of good paths, nor good public transportation and public facilities. Terminal relocation are also have a less consideration to social dimension such as the movement patterns of society and the needs of the community. Therefore, the government needs to build a new terminal by considering integration with other policies, consideration of the social dimension as well as using social cost analysis as a tool Feasibility Study.
