ABSTRACT Domestic workers (PRT) is one of group workers that often treated unfairly. The employers and government were not paying much attention to their rights. Eventhough domestic workers have contributions to employers and even to government. Therefore, central and local government enacts a policy to give protection for the worker‟s rights. Yogyakarta city is one of local government that have a policy that protect domestic worker‟s rights. It is namely the Mayor of Yogyakarta Regulation Number 48 Year 2011 about Domestic Workers. This is the only rule that regulate about domestic workers in the level of districts in Yogyakarta Special Region, even in Indonesia. Starting from this point, researcher focuses this research on the effectiveness of policy implementation for protecting the workers in Yogyakarta city. The aims of this research are to know how the policy implemented, and to identify the obstacle factors. The method used in this research is qualitative descriptive. The techniques of data collection used are unstructured interview, observation and documentation. While the technique of taking sample is purposive sampling. The result of the research shows that the policy of domesctic worker protection is not implemented effectively cause most of the rule objectives are not reached yet. Besides, most of the workers‟s rights are not given by the employers. Then the obstacles factors of the policy implementation consists of: the content of policy, communication, disposition and the policy context.
